ソビエトのペトログラードの近隣のクロンシュタット基地の水兵が、ソビエト独裁政権ではなく、自由選挙によるソビエト権力を求めて、1921年2月に最後の最大の反逆が勃発した。バルト海艦隊の拠点に対して無条件降伏を要求して、3月16日にソビエト赤軍は総攻撃による鎮圧に入った。氷結したフィンランド湾上では、多数の水兵が砲撃による犠牲となった死体が散乱した。深夜であるも白夜のため周囲は昼のように明るかった。弾圧するために1921年4月〜6月だけで2,103人が死刑、6,459人が強制収容所に収監された。
