アメリカからの独立革命で、キューバ政権が1959年1月1日にカストロらにより樹立された。アメリカと対立して独裁化するために農地接収をする4月の農地改革法による集団農業で一部の農民らは難民となった。その直後から反カストロ政権は多数の政治犯らを刑務所に送還して牢獄して家畜なみに虐待と虐殺した。首都のハバナのエクアドル大使館に逃げ込んだキューバ農民が、すぐさまキューバのカストロ政権の秘密警察によって射殺された。
