東アフリカのソマリアで1988年から内戦が勃発して無政府状態となった。暫定政府が国連に対して国際平和維持部隊(PKO)を要請して1992年12月から派遣した。首都のモディガッシオに対して、派遣されたアメリカ軍のヘリのコブラ隊が1993年7月に攻撃をした。機関銃にて無差別に銃撃して、多数のソマリア人市民を悲惨な虐殺をした。1995年3月にはPKOは内戦の介入から完全に撤退した。
