日清戦争は1895年1月25日に日本は国民軍条例を制定して全面戦争とした。2月12日には、山東半島の威海衛港の東岸にあった砲台北方の路辺には清国兵士の多数の死体が散在した。清国兵士らは、日本軍の銃弾や砲弾による銃傷や火傷で戦死した。
