日中戦争の終結後の1946年1月には、アメリカの斡旋で、戦勝した国民党が中国共産党、中国民主同盟などと政治協商会議で平和建国を決議した。しかし、東北問題の競合から国民党内で3月に反対を決議して内戦の気運が高まった。1946年7月11日に中国民主同盟の李公朴は、中国の昆明で白昼に国民党の特務警察に暗殺されて死体が公表された。李公朴は1927年の国共分裂時に国民党を離党していた。さらに15日には聞一多を銃殺した。国民党の内戦政策と流血事件に対して、アメリカの斡旋が不利な状況に追い込まれた。
