第2次世界大戦に、1941年にナチスドイツ軍の侵攻から撤退するソ連の赤軍は、1940年から占領していたラトビア市民を無差別に虐殺した。ドイツとソ連の戦争による戦病死者数は、ドイツ兵約500万人、ソ連兵約1,128万人、民間人の犠牲者を含めるとソ連側は約2000〜3000万人、ドイツ側は約600〜1000万人と推定された。ラトビアは1944年にソ連に再占領された。
