第2次世界大戦のドイツ占領地域において、ナチス親衛隊の秘密国家警察であるゲシュタポは恐怖政治支配するために情け容赦ない冷酷な拘禁や虐殺と強制収容所移送を強制した。反抗したパルチザンや捕虜は絞首刑や銃殺した。一般市民も日常的に残忍な虐待を受け、ゲシュタポに虐殺されたロシア人の母親に幼児がすがり泣き続けた。
