第1次世界大戦にて、ドイツとオーストラリア同盟国に属したブルガリア軍兵士は1917年にソ連の南東部のセルビアで一般市民を首吊りで死刑を執行した。その3年前には、フランスとベルギー市民が、その当時に戦争刑罰を定めた報復と抑圧の法律で処刑を受けていた。東部戦線の地域では、その状況はより悪化していた。ガルシアとセルビアのオーストリア軍とハンガリー軍は、約60,000名にも及ぶと推定される多数の市民を処刑した。
