日中戦争における1937年8月の第2次上海事変にて、中国民党軍の空爆に対抗して日本軍は海洋を越えた渡洋爆撃をした。両軍ともに上海の一般市民に対する無差別な空爆ばかりでなく、戦闘機による機銃掃射をした。中国人の母親と子供も虐殺される惨状となった。その惨状を上海の欧米新聞が取り上げて、中国人に同情、日本人に反感と非難が盛り上がった。
