明治政府は、1871年2月に薩摩藩・長州藩・土佐藩の武士による御親兵が組織された。しかし旧薩摩藩の反乱である西南戦争などに対抗するため、中央政府は独自の強大な兵力の整備を求めて、1873年1月10日に徴兵令を施行した。地租改正による定率の金納と長男相続制度から、戸主に代わる総てを兵役の対象として徴兵した。市民のような平民階級に課せられた賦役となり、次第に近代的な大衆軍隊を構成した。最初の徴兵検査を受ける義務があった装丁であり、軍役に当たる20歳以上の日本人男子が集合した。
