日本軍は中国民国の徐州・広徳に対して1912年8月14日に世界で初めて渡海して空爆した。中華民国に空爆地域は拡大して広東市では空爆惨状から犠牲者を救助した。8月24日には欧米各国が空爆の禁止地域を日本に求めた。
